Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the introduction of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been contained. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of conflicting incidents captured the grim essence of the recent timeframe. By day, diplomatic battles are conducted: optimistic declarations are delivered from various governments. Significant resources is devoted on restraining certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "settlement".
Nighttime Reality
As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor missile launches from Russian territory, a ability afforded by current data. From vantage locations, military aircraft that had been scrambled to intercept incoming guided weapons flew past – sophisticated military planes supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's anti-aircraft weapons thundered: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, probably provided by allied countries. Every deployment jolts you unexpectedly, causing tremors. The brief panic quickly gives way to sober acceptance: perhaps the approaching threat won't strike its target this time, protecting urban areas from ruin and further power outages.
Continuous Dangers
Soon after, a large-caliber weapon opened up on a aerial vehicle close by, part of a mobile-fire group – most likely imported technology. Regrettably, the shots failed to hit the hostile drone – it continued its flight toward its destination.
Intermittently, this continued until dawn. Kyiv greeted the daybreak reports: multiple fatalities, destruction and heating outages in multiple buildings as a result of the nocturnal offensive. As typically, everyone still continued their routines – experiencing conflict. But those 24 hours encapsulated Ukraine's vital need on Western support – a reliance that neighboring countries are demonstrably unable to substitute in the immediate future.
Unsuccessful Negotiations
The 28-point plan from US administration generated strong feelings, discussion and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new approach from Washington follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually secure success. This trend will, certainly, endure.
Tactical Assessments
It is easy to blame specific actors of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a assumption understood by seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The US administration assumes that it is impossible to pressure the Kremlin to relinquish the land that it presently holds in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, US leadership does minimal to discourage Russia, through statements or actions, from believing that the status quo will not evolve additionally in its benefit in the coming year.
Opposing Positions
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their motivation to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leadership remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing people and territory but preventing a total frontline collapse until circumstances change in its favour.
Current Realities
Factually, there are no genuine requirements for a truce. Now, personal considerations are entering the equation: leadership ambitions to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unworkable, so that their attention does not switch to internal issues. And although their task will now be significantly challenging after latest incidents, it remains quite doubtful that this will modify their basic position.
These conflicting dynamics are guiding negotiations.
Summary and Prospects
It took a mere seven days to eliminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the other European countries, along with calming attempts of representatives, and finally, current information leaks, all achieved their purpose.
While new proposals based on old ideas are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and show particular unwillingness to change the course of events, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, largely rely on sustained allied backing.
