UK and France to Deploy Military Personnel to Ukraine if a Ceasefire Accord is Reached

The UK and France have inked a memorandum of understanding concerning the deployment of military forces in Ukraine in the event a ceasefire be struck with Russia, the British leader, Keir Starmer, has declared.

Following discussions with allied nations in the French capital, he noted that the two nations would "set up military hubs in various parts of Ukraine and build secure structures for weapons and equipment" to prevent any subsequent attack.

The allied nations also put forward that the United States would play the primary role in verifying a truce.

The Kremlin has consistently stated that any external forces in Ukraine would be considered a "acceptable aim", but has as yet not commented on this recent announcement.

The Situation and Continuing War

Russian President Vladimir Putin launched a major offensive of Ukraine in early 2022, and Russian forces currently occupies about 20% of Ukrainian territory.

"This represents an essential component of our vow to stand with Ukraine for the duration," stated the UK Prime Minister.

Top officials and high-ranking officials from the "Partner Group" took part in the recent discussions.

Addressing reporters at a joint press conference, he further said: "It establishes the framework for the legal framework under which allied and coalition forces could operate on Ukraine's territory, protecting Ukraine's air and maritime domains, and rebuilding Ukraine's military for the future."

The British leader also stated that Britain would participate in any US-led confirmation of a prospective ceasefire.

Defense Assurances and Negotiation Stances

Top Washington representative Steve Witkoff remarked that "durable security guarantees and strong prosperity commitments are critical to a enduring ceasefire" in Ukraine – referring to a key condition made by Ukraine.

The negotiator indicated the partner nations had "largely finished" their work on finalizing such pledges "to ensure the Ukrainian people know that when this conflict ends, it ends permanently."

Donald Trump's son-in-law, ex-President Donald Trump's special envoy, also participated in the talks.

Meanwhile, France's leader Emmanuel Macron declared that Ukraine's partners had made "considerable headway" at the talks.

He noted that "comprehensive" safety pledges for Kyiv had been reached in the case of a prospective ceasefire.

Ukrainian President Volodymyr Zelensky commented that a "huge advance" had been made in Paris, but cautioned that he would only consider efforts to be "sufficient" if they culminated in the conclusion of the conflict.

Last week, the Ukrainian leader said a settlement was "mostly finalized". Settling the remaining 10% would "decide the outcome of the agreement, the future of Ukraine and Europe".

Unresolved Issues

  • Land and security guarantees have been at the forefront of ongoing disputes for the parties involved.
  • The Russian President has consistently stated that Ukraine's forces must retreat from the entirety of Ukraine's eastern Donbas region or Russia will seize it, rejecting any middle ground over how to conclude the war.
